CSB GRANTS MANAGER POSITION DESCRIPTIONThe CSB Grants Manager
oversees the administration of program funds in compliance with
applicable regulations, standards, and guidelines to ensure
financial, programmatic, and legal accountability. This role
focuses on achieving organizational goals by effectively stewarding
investments in partner agency programs to support the short- and
long-term mission of ending homelessness in Columbus and Franklin
County, Ohio.Like all CSB staff members, the CSB Grants Manager

- Demonstrated alignment with the organization's mission and

- Bachelor's degree in Public Administration, Business
Administration, Finance, Accounting, or a related field.
- 3 or more years of experience in grant management with a strong
focus on project management principles and practices.
- Experience working in a quasi-government or system-level not

KEY RESPONSIBILITIESGateway Application Coordination and
AdministrationCoordinates the fair and appropriate administration
of Gateway application procedures and other funding application
processes outside of the annual Gateway application process, as
needed.
- Notifies partner agencies and public applicants of annual
changes and funding conditions.
- Develops, implements, and revises timelines and work products
for annual funding application processes, providing feedback on
changes to ensure consistency across the department.
- Maintains and identifies opportunities to improves the online
application system and manages subscription renewals.
- Updates the CSB website promptly to reflect changes in CSB
agency application processes.
- Coordinates the internal Gateway review process, including
applicant follow-up and adherence to timelines.
- Plans, schedules, and records meeting minutes for one-on-one
meetings.Partner Agency Contract AdministrationAdministers the
partner agency contract activities for CSB funded programs and
special services contracts.
- Drafts and revises partner agency contracts, contract
amendments and Memorandums of Agreement/Understanding, as
needed.
- Issues partner agency contracts, contract amendments,
Memorandums of Agreement/Understanding, funding award letters and
other external correspondence to agencies within prescribed
deadlines.
- Drafts, maintains, and disseminates new contract types as
additional service and contract types and needs are
identified.
- Updates partner agency grant status report and other internal
correspondence, within prescribed deadlines, ensuring current
fiscal year funding and program changes are maintained and
accurate.
- Maintains conditional contract requirements and coordinates
communication to ensure appropriate monitoring of partner agencies
conditions within prescribed deadlines. Program Review and
Certification AdministrationEnsures the fair and appropriate
administration of partner agency Program Review and Certification
(PR&C) process in accordance with CSB PR&C Standards and
HUD HEARTH requirements.
- Actively participates in the internal annual updates to
PR&C documents, proactively identifying opportunities for
process improvement.
- Coordinates and leads annual review of all CSB funded partner
agencies and programs.
- Prepares reports and maintains communication with partner
agencies regarding any findings, conditions, improvements, and
opportunity for appeals.
- Works with partner agencies to address areas of non-compliance,
including (but not limited to) second and third reviews,
monthly/quarterly file reviews, quality improvement plans, and
training procedures to ensure retention of funding.
- Facilitates communication of partner agency follow-up action
items to appropriate CSB team members; documents, tracks, and
ensures consistent and timely resolution.
- Finalizes all PR&C reports in a timely manner.Partner
Agency Compliance MonitoringMonitors partner agencies to assure
compliance with all applicable contracts, regulations, and laws
governing non-profit operations.
- Reviews and tracks partner agency invoicing, repayments, any
applicable conditions for compliance, funding changes or
reallocations monthly, including coordination with CSB
Finance.
- Manages breach processes, including necessary legal
consultation, as needed.
- Coordinates and tracks program transfer details, as
needed.
- Prepares and presents training materials.
- Actively participates in Interdisciplinary Team to assist with
special projects, as needed.
- Serves as back-up for CoC invoicing, as needed.
- Prepares CoC draws through eLOCCS.
- Communicates with high level administrators/managers and
effectively, accurately and appropriately transmits information as
required.
- Regularly corresponds with partner agencies and other
applicable entities as required.
- Manages self and position responsibilities in a manner
congruent with CSB values, mission, policies and procedures.
Additional Responsibilities
- Provides technical assistance to partner agencies within the
scope of authority.
- Provides back-up staffing for the Grants Management +
Compliance department, as needed.
- Collaborates with CSB staff to ensure delivery of the most
optimal work products.
- Maintains complete and adequate files, records and
documentation.
- Actively participates in meetings and events with CSB staff,
partner agencies, and community partners, as requested.

nonprofit funding contexts.
- Intermediate to mastery proficiency in Microsoft Office Suite
(Word, Excel, PowerPoint, Outlook) and internet-based
